January 24 Legislative Action Alert

The MVCC Action Fund was created in August of 2020 to develop and advocate for legislation, policies, programs, and public officials that protect and improve the natural environment and rural quality of the Methow Valley and Okanogan County. During the short, 60-day legislative session of 2022, the Action Fund will be sending out weekly updates on a range of issues that could impact the Methow and Okanogan. In even-numbered years, lawmakers typically focus on limited policy proposals, but in this legislative session, Governor Inslee has announced a $626.5 million investment in a climate strategy that includes:

1) Decarbonizing the building sector,
2) Successfully implementing the Climate Commitment Act,
3) Investing in more clean transportation, and
4) Building a clean energy future in Washington.

It’s going to be a busy 60-day session! 

On the federal level, Congress must pass the Build Back Better Act to meet its Paris Agreement pledges of reducing emissions.

State Legislative Bills to Support

1) HB 1644 – School Bus Electrification

This bill allows funds in the transportation vehicle fund to be used for conducting feasibility studies for school bus electrification, purchasing of electric school bus vehicles, and paying for EV charging infrastructure for buses.

There is substantial evidence that breathing diesel fumes from diesel powered buses puts children at risk for damaged lungs, asthma and other respiratory diseases.

2) SB 5908 – Clean Car Authority

This bill creates the Clean Car Authority as a new state government agency to distribute electric vehicle grant funding from the federal Infrastructure Investment and Jobs Act. The Clean Car Authority would also be tasked with coordinating and overseeing electric vehicle grant programs across all state agencies and local governments.

Federal Legislative Bill to Support:

H.R. 5376, the Build Back Better Act

  • While the Investment Infrastructure and Jobs Act will help nurture the clean energy technologies of the future, the Build Back Better bill is designed to accelerate the use of technologies that are ready today.
  • The current version of the bill that has passed through the House includes $555 billion worth of tax credits and financial incentives to address climate change. The bulk of it, approximately $320 billion, would go to providing tax credits for installing residential and commercial solar power, retrofitting buildings to be more energy-efficient and purchasing electric vehicles. It would also provide funds to jump-start domestic manufacturing of clean energy equipment, including wind turbines and solar panels, and about $1 billion for electric vehicle charging stations.
  • The Biden administration believes this smaller, climate-focused bill could trim a gigaton of greenhouse gas emissions by 2030 and put the country on course to meet its Paris Agreement pledges of reducing emissions 50-52% below 2005 levels.
